webview not scrolling android

Hey everyone, i have a webview that displays a complex graph. my problem is that the webview will only scroll a few pixels instead of scroll horizontal all. Webview faq what version of chrome is it based on? the webview shipped with android 4.4 (kitkat) is based on the same code as chrome for android version 30.. When you show the page in the android browser, if you scroll, are they trying to kill webview development in android?? this is, at least, a shame for google,.
